NSA agent Doctor Valerie Cooper was once the liaison for the government's first attempt at a mutant task force with Freedom Force. Later, she was assigned as the government liaison for X-Factor until the team's resignation as the U.S. Government's offically-sanctioned mutant team.

Cooper is a member of the board of the Commission for Superhuman Activity, which frequently brings her into contact with such super-teams as the Avengers, the X-Men, and the Thunderbolts.
